SOMERSET ACRES WEST HOMES ASSOCIATION
The Meeting was called to order by Board President, Jeff Wright, at 7:00 p.m. at the Prairie Village Community Center, 7720 Mission Road, Prairie Village, Kansas. Members in attendance were asked to sign an attendance sheet (included in the minutes book). Board Members were introduced and included Jeff Wright, President; Shelley Baker; Larry Miller, Vice President/Secretary; Thomas O’Brien, Treasurer; Francis Cordes, and Mary Anne Wulfsberg. Jay Frankenburg and Peggy Lowe were unable to attend.
Secretary’s Report
Secretary’s Report – Annual Meeting minutes were mailed previously and also passed out at the meeting. The report was accepted as presented.
Treasurer’s Report
Tom O’Brien provided a review of the 2013 Financial Journal, both year-to-date and projected year-end amounts. Tom led the membership in a discussion of 2013 spending plan. The Association generally collects $9,200 in Homes Association dues from members (with twelve current delinquencies), and spends $7,500, noting the largest costs are lawn maintenance, pond maintenance (electricity for the pump), and liability insurance. A question was asked about using solar power for the pump. The initial start-up draw (for power) for the motor is large enough to preclude solar as a viable option.
The 2014 budget was distributed to the Members in attendance (included in the minutes book). The budget reflects a trend of rising costs against our revenue sources. A handout was distributed, which projects a near break-even budget of income and expense of approximately $9,100. Expenses for lawn care, insurance, and for a picnic are the primary sources of the expenditure increases. A discussion followed.
Old Business
The geese inhabiting Tooth Lake have been moved, or have moved on, to other waters.
Monument signs were repaired and painted, except for the sign at 90th Terrace. Original bids were $7,600, however, the signs were tuck-pointed and painted via donations from Jay Frankenburg and Jeff Wright. The two were thanked by the Membership.
The Home Owners Association dues level was re-discussed. With a positive bank balance and spending matching income, there was no real groundswell of support for pursuing a dues increase. A question came up of how nonpaying members of the Home Owners Association are encouraged to pay. Tom O’Brien noted the rules allow for both liens on homes and interest and penalty charges can be assessed. Tom also noted the Association has filed liens in the past and has collected dues, interest, and penalties. It was also noted that it will take ‘a decent amount of funding’ to clean out the catch basin in Tooth Lake, and an increase of dues by $50 was suggested. A resolution to increase the dues was tabled for further development by the Board.

New Business
A discussion of additional spending on more flora or new trees was pursued. It was noted that without irrigation, it is difficult to maintain such plantings, even trees. The chairman asked for a volunteer, and perhaps a gardening committee? One member offered to meet with Board Members in a side meeting to discuss the Lake.
A discussion of the possible need for a Lake committee to create a work weekend ensued. The purpose of the weekend would be to take care of tree limbs, cut up and cut away, and perform other maintenance. Another ideas was to have this weekend coincide with the annual picnic event. Member Bill Crawford volunteered for the Lake committee. John Holiday offered to put down pre-emergent weed control.
At this point, candidates running for Ward Five of the Prairie Village City Council were introduced and addressed the Members. Jeff Wright noted that there are four candidates registered to vie for the position - Mark Barettta, Roger Bennett John Robinson, and Dan Runion - each were invited to the meeting, and Dan Runion, Mark Baretta accepted and spoke to the Members.
There being no further business, the meeting was adjourned at 8:05 pm.
Respectfully submitted,
